Regulations Governing Leveraged Foreign Exchange Trading in Rwanda (February 2024)

The Capital Market Authority of Rwanda issued Regulations No. 001/CMA/2024 to establish comprehensive licensing, operational, and supervisory frameworks for leveraged foreign exchange brokers and money managers. The rules mandate strict eligibility criteria, client fund segregation, leverage ratio limits, and designated compliance and anti-money laundering officers. Additionally, the regulations standardize client agreements, risk disclosures, and reporting obligations while empowering the Authority to conduct inspections, enforce sanctions, and manage license suspensions or revocations.
