The Securities and Exchange Board of India (SEBI) has issued a circular modifying the Master Circular for Non-convertible Securities to encourage the listing of previously unlisted debt instruments. The regulator has inserted a new clause excluding unlisted ISINs outstanding as of December 31, 2023, from the maximum limit of ISINs allowed to mature in a financial year for private placements. This relaxation allows issuers to list these grandfathered securities without consuming their allocated quota of fourteen plain vanilla or five structured ISINs per year.
