The National Financial System’s total public sector credit exposure is capped at September 30, 1997 levels, excluding sureties and securities. Specific exceptions allow new operations by entities like BNDES and Banco do Brasil up to defined annual or total limits, such as R$600 million for BNDES. Institutions must not execute new operations with delinquent public entities or those with pending CADIP registrations. Non-compliance triggers a penalty payment to the Central Bank of Brazil by the fifth business day of the second month following the violation, with no remuneration on the unpaid amount.
