Qualified financial institutions, including multiple, commercial, investment, and development banks, securities brokers, and distribution companies, must register committed operations in Selic or authorized systems, notifying Deorf five days prior to commencement. Operations with non-financial clients are restricted to National Treasury or Central Bank securities, while limits cap exposure at thirty times the calculation base for Treasury/Central Bank letters, fifteen times for exchange-rate-linked securities, eight times for other Treasury securities, and two times for private securities. Institutions must ensure same-day settlement, defined profitability, and proper collateralization, with non-compliance triggering sanctions including suspension of repo operations.
