during the period of the state of emergency introduced by the Decree of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 "On introducing a state of emergency in the Republic of Kazakhstan", and on amending the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 31, 2019 No. 267 "On amending and supplementing certain resolutions of the Board of the National Bank of the Republic of Kazakhstan on issues of accounting"

In accordance with the Decrees of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 "On introducing a state of emergency in the Republic of Kazakhstan" and March 16, 2020 No. 286 "On measures to ensure socio-economic stability", in order to strengthen measures to prevent the spread of the coronavirus COVID-19 on the territory of the Republic of Kazakhstan, the Board of the National Bank of the Republic of Kazakhstan RESOLVES:

1. Extend during the period of action of the state of emergency introduced by the Decree of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 "On introducing a state of emergency in the Republic of Kazakhstan", the deadlines for submitting certain types of reporting according to the list in the appendix to this resolution.

2. Make the following change to the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 31, 2019 No. 267 "On amending and supplementing certain resolutions of the Board of the National Bank of the Republic of Kazakhstan on issues of accounting" (registered in the Registry of state registration of normative legal acts under No. 19843, published on January 13, 2020 in the Reference Control Bank of normative legal acts of the Republic of Kazakhstan):

rephrase paragraph 5 in the following edition:

"5. This resolution is subject to official publication and enters into force from July 1, 2020."

3. The Department of Financial Market Statistics shall ensure in the manner established by the legislation of the Republic of Kazakhstan:

1. together with the Legal Department, the state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2. placement of this resolution on the official Internet resource of the National Bank of the Republic of Kazakhstan after its official publication;

3. within ten working days after the state registration of this resolution, submission to the Legal Department of information on the implementation of measures provided for in subparagraph 2) of this paragraph and paragraph 4 of this resolution.

4. The Department of Information and Communications - Press Service of the National Bank shall ensure within two working days after the adoption of this resolution the placement of this resolution on the official Internet resource of the National Bank of the Republic of Kazakhstan and the sending of its copy for official publication in periodic printed editions.

5. Control over the implementation of this resolution shall be entrusted to the Deputy Chairman of the National Bank of the Republic of Kazakhstan in charge.

6. This resolution enters into force from the day of its first official publication and applies to relations arising during the period of action of the state of emergency introduced by the Decree of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 "On introducing a state of emergency in the Republic of Kazakhstan".

1. Extend the deadlines for submitting reports subject to submission in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated August 27, 2013 No. 237 "On approval of the Rules for carrying out the activities of a single accumulated pension fund and/or voluntary accumulated pension funds" (registered in the Registry of state registration of normative legal acts under No. 8815), by three working days.

2. Extend the deadlines for submitting:

1. reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated September 24, 2014 No. 178 "On approval of the list, forms, deadlines for reporting of organizations carrying out certain types of banking operations and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 10117) (hereinafter - Resolution No. 178), - until April 20, 2020 (inclusive) and May 20, 2020 (inclusive) respectively;

2. reports subject to submission for the first quarter of 2020 in accordance with Resolution No. 178, - until April 30, 2020 (inclusive).

3. Extend the deadlines for submitting monthly reports subject to submission as of April 1 and May 1, 2020 according to the forms in accordance with Appendices 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20-1 and 20-2 to the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated May 8, 2015 No. 75 "On approval of the list, forms, deadlines for reporting on compliance with prudential norms by second-level banks and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 11162), until April 20, 2020 (inclusive) and May 22, 2020 (inclusive) respectively.

4. Extend the deadlines for submitting:

1. monthly financial reports subject to submission as of April 1 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated January 28, 2016 No. 41 "On approval of the Rules for submission of financial reporting by financial organizations and organizations carrying out microfinance activities" (registered in the Registry of state registration of normative legal acts under No. 13504) (hereinafter - Resolution No. 41), - until April 20, 2020 (inclusive) and May 20, 2020 (inclusive) respectively;

2. financial reports subject to submission as of April 1, 2020 in accordance with Resolution No. 41 (except for organizations carrying out microfinance activities), - until April 30, 2020 (inclusive);

3. financial reports subject to submission by organizations carrying out microfinance activities as of April 1, 2020 in accordance with Resolution No. 41, - until May 12, 2020 (inclusive);

4. annual financial reports confirmed by an audit organization in cases provided for by the legislative acts of the Republic of Kazakhstan, - until June 1, 2020 (inclusive).

5. Extend the deadlines for submitting reports subject to submission in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated August 31, 2016 No. 213 "On approval of the Rules for submission of information on payment services" (registered in the Registry of state registration of normative legal acts under No. 14339), by five working days.

6. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated October 28, 2016 No. 261 "On approval of the list, forms, deadlines for reporting of the Joint Stock Company "Insurance Payouts Guarantee Fund" and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 14588), until May 12, 2020 (inclusive) and May 20, 2020 (inclusive) respectively.

7. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 26, 2016 No. 308 "On establishing prudential norms and other mandatory norms and limits for mortgage organizations and subsidiary organizations of the national managing holding in the agro-industrial complex, as well as the list, forms and rules for submitting reporting on their compliance" (registered in the Registry of state registration of normative legal acts under No. 14788), until April 20, 2020 (inclusive) and May 20, 2020 (inclusive) respectively.

8. Extend the deadlines for submitting reporting subject to submission as of January 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 26, 2016 No. 315 "On approval of the list, forms, deadlines for reporting of major participants of banks, banking holdings, major participants of insurance (reinsurance) organizations, insurance holdings, major participants managing an investment portfolio, major participants owning (having the right to vote) twenty-five or more percent of voting shares of the entity managing an investment portfolio, and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 14832), until May 15, 2020 (inclusive).

9. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 according to the forms in accordance with Appendices 2, 3, 4 and 5 to the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated June 30, 2017 No. 112 "On approval of the list, forms, deadlines and Rules for submission of reporting by a collection agency" (registered in the Registry of state registration of normative legal acts under No. 15481), until May 12, 2020 (inclusive).

10. Extend the deadlines for submitting reports subject to submission in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated August 28, 2017 No. 167 "On approval of the list, forms, deadlines for reporting of the single accumulated pension fund and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 15863), by three working days.

11. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 22, 2017 No. 245 "On approval of the list, forms, deadlines for reporting of an insurance (reinsurance) organization and an insurance broker and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 16256), until May 12, 2020 (inclusive) and May 20, 2020 (inclusive) respectively.

12. Extend the deadlines for submitting:

1. monthly reports subject to submission as of April 1 and May 1, 2020 according to the forms in accordance with Appendices 2, 3, 4, 5, 6, 7, 8, 9, 11 and 12 to the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated June 29, 2018 No. 137 "On approval of the list, forms, deadlines for reporting of second-level banks of the Republic of Kazakhstan and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 17313) (hereinafter - Resolution No. 137), - until April 15, 2020 (inclusive) and May 15, 2020 (inclusive) respectively;

2. monthly reports subject to submission as of April 1 and May 1, 2020 according to the forms in accordance with Appendices 10 and 13 to Resolution No. 137, - until April 30, 2020 (inclusive) and May 29, 2020 (inclusive) respectively.

13. Extend the deadlines for submitting monthly reports subject to submission as of April 1 and May 1, 2020 according to the forms in accordance with Appendices 1 and 2 to the Instruction on submission by second-level banks, the Development Bank of Kazakhstan and mortgage organizations to the National Bank of the Republic of Kazakhstan of information for the formation of a financial sector review, approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated June 29, 2018 No. 139 (registered in the Registry of state registration of normative legal acts under No. 17274), until April 15, 2020 (inclusive) and May 15, 2020 (inclusive) respectively.

14. Extend the deadlines for submitting reports subject to submission in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated October 29, 2018 No. 263 "On approval of the list, forms, deadlines for reporting of the central depository and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 17813), by three working days.

15. Extend the deadlines for submitting:

1. reports subject to submission as of April 1 and May 1, 2020 according to the forms in accordance with Appendices 1, 2, 3, 4 and 5 to the Rules for monitoring sources of demand and supply in the domestic currency market of the Republic of Kazakhstan, approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated November 29, 2018 No. 294 (registered in the Registry of state registration of normative legal acts under No. 18214) (hereinafter - Rules No. 294) - until April 30, 2020 (inclusive) and May 29, 2020 (inclusive) respectively;

2. reports subject to submission as of April 1 and May 1, 2020 according to the form in accordance with Appendix 6 to Rules No. 294, - until April 20, 2020 (inclusive) and May 20, 2020 (inclusive) respectively.

16. Extend the deadlines for submitting reporting subject to submission in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 28, 2018 No. 313 "On approval of the list, forms and deadlines for submission by second-level banks, the Joint Stock Company "Development Bank of Kazakhstan" and organizations carrying out certain types of banking operations, of reporting on loans and contingent liabilities and Rules for their submission" (registered in the Registry of state registration of normative legal acts under No. 18220), by five working days.

17. Extend the deadlines for submitting monthly reports subject to submission as of April 1 and May 1, 2020 according to the form in accordance with Appendix 1 to the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated March 30, 2019 No. 40 "On approval of the Rules for carrying out currency operations in the Republic of Kazakhstan" (registered in the Registry of state registration of normative legal acts under No. 18512), until May 15, 2020 (inclusive) and June 15, 2020 (inclusive) respectively.

18. Extend the deadlines for submitting:

1. reports subject to submission for the first quarter of 2020 according to the forms in accordance with Appendices 3 and 4 to the Rules for submission of information by branches (representative offices) of foreign non-financial organizations carrying out activities in the Republic of Kazakhstan, approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated March 30, 2019 No. 41 (registered in the Registry of state registration of normative legal acts under No. 18509) (hereinafter - Rules No. 41), - until April 30, 2020 (inclusive);

2. reports subject to submission as of January 1, 2020 according to the form in accordance with Appendix 2 to Rules No. 41, - until April 30, 2020 (inclusive).

19. Extend the deadlines for submitting:

1. reports subject to submission according to the form in accordance with Appendix 4 to the Rules for carrying out export-import currency control in the Republic of Kazakhstan, approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated March 30, 2019 No. 42 (registered in the Registry of state registration of normative legal acts under No. 18539) (hereinafter - Rules No. 42), - by 7 (seven) working days;

2. reports subject to submission as of April 1 and May 1, 2020 according to the forms in accordance with Appendices 6, 14 and 15 to Rules No. 42, - until April 30, 2020 (inclusive) and May 29, 2020 (inclusive) respectively;

3. reports subject to submission as of April 1 and May 1, 2020 according to the form in accordance with Appendix 13 to Rules No. 42, - until May 15, 2020 (inclusive) and June 15, 2020 (inclusive) respectively.

20. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated April 4, 2019 No. 49 "On approval of the Rules for carrying out exchange operations with cash foreign currency in the Republic of Kazakhstan" (registered in the Registry of state registration of normative legal acts under No. 18545), until April 20, 2020 (inclusive) and May 20, 2020 (inclusive) respectively.

21. Extend the deadlines for submitting:

1. reports subject to submission for the first quarter of 2020 according to the forms in accordance with Appendices 3, 4, 5, 6 and 8 to the Rules for monitoring currency operations in the Republic of Kazakhstan, approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated April 10, 2019 No. 64 (registered in the Registry of state registration of normative legal acts under No. 18544) (hereinafter - Rules No. 64), - until April 24, 2020 (inclusive);

2. reports subject to submission as of April 1 and May 1, 2020 according to the form in accordance with Appendix 7 to Rules No. 64 - until April 20, 2020 (inclusive) and May 20, 2020 (inclusive) respectively;

3. reports subject to submission as of April 1 and May 1, 2020 according to the form in accordance with Appendix 9 to Rules No. 64, - until April 30, 2020 (inclusive) and May 29, 2020 (inclusive) respectively.

22. Extend the deadlines for submitting:

1. reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated November 26, 2019 No. 211 "On approval of the list, forms, deadlines for submission of reporting by licensees carrying out activities in the securities market, a single operator and Rules for its submission" (registered in the Registry of state registration of normative legal acts under No. 19672) (hereinafter - Resolution No. 211), - until May 11, 2020 (inclusive) and May 13, 2020 (inclusive) respectively;

2. reports subject to submission for the first quarter of 2020 in accordance with Resolution No. 211, - until May 11, 2020 (inclusive).

23. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated November 28, 2019 No. 219 "On establishing the list, forms, deadlines for submission of reporting on compliance with prudential norms by the National Post Operator and Rules for its submission" (registered in the Registry of state registration of normative legal acts under No. 19712), until April 30, 2020 (inclusive) and May 29, 2020 (inclusive) respectively.

24. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 according to the forms in accordance with Appendices 2, 3, 4, 5, 6, 7, 8 and 9 to the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated November 28, 2019 No. 222 "On approval of the list, forms, deadlines for submission of reporting by an organization carrying out microfinance activities and Rules for its submission" (registered in the Registry of state registration of normative legal acts under No. 19710), until May 12, 2020 (inclusive).

25. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 and May 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated November 28, 2019 No. 223 "On approval of the list, forms, deadlines for submission of reporting on compliance with prudential norms by an insurance (reinsurance) organization, an insurance group and an Islamic insurance (reinsurance) organization and Rules for its submission" (registered in the Registry of state registration of normative legal acts under No. 19701), until May 12, 2020 (inclusive) and May 20, 2020 (inclusive) respectively.

26. Extend the deadlines for submitting reports subject to submission as of April 1, 2020 according to the forms in accordance with Appendices 2, 3 and 4 to the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated November 28, 2019 No. 224 "On approval of the list, forms, deadlines for submission of reporting on compliance with prudential norms and other mandatory norms and limits by an organization carrying out microfinance activities and Rules for its submission" (registered in the Registry of state registration of normative legal acts under No. 19671), until May 12, 2020 (inclusive).

27. Extend the deadlines for submitting reports subject to submission for the first quarter of 2020 in accordance with the Resolution dated November 28, 2019 No. 225 "On approval of the list, forms, deadlines for submission of reporting by a credit bureau and Rules for its submission" (registered in the Registry of state registration of normative legal acts under No. 19682), until April 30, 2020 (inclusive).

28. Extend the deadlines for submitting:

1. information on compliance with minimum reserve requirements, subject to submission for the period of determination of minimum reserve requirements from January 28 to February 24, 2020 and the period of formation of reserve assets from February 25 to March 23, 2020 according to the form in accordance with Appendix 4 to the Rules on minimum reserve requirements, approved by the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated November 29, 2019 No. 229 (registered in the Registry of state registration of normative legal acts under No. 19679) (hereinafter - Rules No. 229), - by five working days;

2. information on compliance with minimum reserve requirements, subject to submission for the period of determination of minimum reserve requirements from February 25 to March 23, 2020 and the period of formation of reserve assets from March 24 to April 20, 2020 according to the form in accordance with Appendix 4 to Rules No. 229, - by five working days.

29. Extend the deadlines for submitting reports subject to submission as of January 1, 2020 in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 27, 2019 No. 258 "On establishing the list, forms, deadlines for submission of reporting on compliance with prudential norms by banking conglomerates and Rules for its submission" (registered in the Registry of state registration of normative legal acts under No. 19834), until May 15, 2020 (inclusive).

30. Extend the deadlines for submitting information subject to submission as of April 1, 2020, and May 1, 2020, in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 31, 2019, No. 273 "On Approval of the Rules for Submission by a Collection Agency of Information on Persons Who Directly or Indirectly Own and/or Use and/or Dispose of Ten Percent or More of Shares in the Authorized Capital of a Collection Agency, or Who Have Control" (registered in the Registry of State Registration of Normative Legal Acts under No. 19876), until May 12, 2020 (inclusive).

31. Extend the deadlines for submitting reports subject to submission as of April 1, 2020, and May 1, 2020, in accordance with the Resolution of the Board of the National Bank of the Republic of Kazakhstan dated December 31, 2019, No. 275 "On Approval of the List, Forms, Deadlines for Submission of Reporting by an Insurance (Reinsurance) Organization and an Insurance Broker and Rules for Its Submission" (registered in the Registry of State Registration of Normative Legal Acts under No. 19927), until May 12, 2020 (inclusive) and May 20, 2020 (inclusive), respectively.
