Banks and non-bank financial-credit organizations registered in the Kyrgyz Republic must not accrue or charge commissions for reviewing credit contract terms due to cash flow or financial position changes caused by geopolitical situations or external economic shocks. Banks may classify newly issued US dollar loans as 'normal assets' with a Provision for Potential Losses and Damages (PPLD) of 0 to 2 percent, regardless of income structure, per internal policy. This permission applies to preferential loans under the Russian-Kyrgyz Development Fund, including those guaranteed by the Fund from other foreign institutions, where repayment involves changing initial credit contract terms.
