Rule · NBG · 27 Mar 2014 · 32/04
The rule establishes a continuous cycle of risk-based supervision for commercial banks, defining specific risk categories and assigning supervisory responsibilities to employees of the National Bank of Georgia. It mandates that risk assessments determine inherent risk, mitigants, and net risk levels using a CAMEL framework and a quantitative scoring system on a 1 to 5 interval. Supervisory actions are developed to reduce risk levels or request increased resources, with the supervisory plan requiring final approval by the Vice-governor responsible for banking supervision in agreement with the Governor. Assigned scores and weights are confidential internal tools used to determine the intensity of supervisory attention based on a bank's risk profile and systemic importance.
