The Bangladesh Securities and Exchange Commission amends the Securities and Exchange Commission (Mutual Fund) Rules, 2001, by redefining terms such as Promoter, Close-end scheme, Reinvestment, Fixed Income Securities, Selling Agent, Collective Investment Scheme, and Special Purpose Fund in Rule 2. The amendment modifies Rule 48 to require asset managers to refund subscriber funds without deduction if minimum collection targets are not met, and introduces Rule 50G allowing the conversion of close-end schemes to open-end schemes with approval and majority unit holder consent. It updates Rule 55 to mandate that 60% of funds be invested in the capital market (with half in listed securities) and requires quarterly portfolio reports for non-capital market investments. Furthermore, it revises fee structures for Special Purpose Funds in Rule 65, sets minimum dividend distribution rates of 70% (or 50% for specific schemes) in Rule 66, and caps total annual expenses at 4% of net assets in the Fifth Schedule.
