Special Order 1997-2: Interstate Branching Authority for Kansas State Banks

Kansas Bank Commissioner W. Newton Male issued Special Order 1997-2 to grant state-chartered banks interstate branching authority equal to that of national banks. This regulatory action ensures competitive equality by aligning state bank powers with the Riegle-Neal Act, which permits national banks to retain and operate interstate branches following mergers. The Order establishes specific application guidelines but explicitly prohibits the establishment of new interstate branches on a de novo basis.
