Non-banking microfinance companies with fewer than 5,000 active borrowers or an outstanding loan portfolio under 50 million rupees are exempt from licensing. Existing microfinance businesses must apply for a license in writing within six months of this Notification’s publication, unless the Commission extends the deadline. Funding must originate from bona fide sources, such as reputable donor agencies, government entities, or Commission-regulated bodies, routed through proper banking channels. Non-banking microfinance companies may establish non-financial subsidiaries to complement community service objectives, provided they notify the Commission.
