Stability Rating Assessment Framework

The document establishes a Stability Rating scale for fixed-income funds, assessing relative stability in returns against credit, liquidity, and interest rate risks. It defines long-term rating categories from AAA(f) to B(f) and specifies rating modifiers including Stable, Positive, Negative, and Developing outlooks, as well as Rating Watch and Suspension statuses. Ratings are withdrawn if suspended for six months, the mandate terminates, the instrument is redeemed, the issuer defaults, or surveillance becomes impractical. PACRA conducts comprehensive surveillance at least every six months and may review opinions more frequently if material events occur.
