Supreme Decree No. 063-2021-PCM: Regulation on Regulatory Quality Improvement and Guidelines for Ex-Ante Regulatory Impact Analysis
Supreme Decree No. 063-2021-PCM approves the Regulation that develops the institutional framework for the Regulatory Quality Improvement Process and establishes general guidelines for applying Ex-Ante Regulatory Impact Analysis (AIR Ex Ante) to all entities of the Public Administration. The Regulation defines the Regulatory Cycle, institutional roles including the Multisectoral Commission for Regulatory Quality (CMCR), and nine principles for regulatory quality such as necessity, legality, and transparency. While most provisions enter into force the day after publication in the official gazette El Peruano, Articles 19 through 25, the Fourteenth Final Complementary Provision, and the Sole Derogatory Provision of the Regulation enter into force upon the publication of the Public Management Secretariat's Resolution approving the Progressive Implementation Plan for AIR Ex Ante.
