The Securities Central Depositories Regulations, 2009

The Capital Markets Authority of Uganda issued these regulations to establish a comprehensive licensing and operational framework for securities central depositories and their appointed agents. The rules mandate strict governance standards for depository boards and chief executives, require the establishment of a dedicated Guarantee Fund to cover participant defaults, and prescribe detailed reporting, record-keeping, and fee review procedures. Additionally, the regulations enforce robust insurance coverage, secure custody of immobilized securities, controlled computer system access, and off-site disaster recovery to ensure market stability and investor protection.
