Transitioning existing customers

Reporting entities must complete initial customer due diligence (CDD) on pre-commencement customers before providing designated services if a suspicious matter report arises or ML/TF risks become medium or high. Entities taking over another reporting entity’s business may skip initial CDD if they receive specific transaction and CDD records; otherwise, initial CDD is mandatory upon service provision or risk changes. Compliance with initial CDD is recognized if applicable customer identification procedures were conducted before 31 March 2026 or if foreign FATF-compliant laws were followed by that date. Ongoing CDD, including KYC updates and transaction monitoring, remains required for all these customers.
