Ghana's fintech landscape is dual-regulated. The Bank of Ghana (BoG) is the primary supervisor for payment services, e-money, and remittance under Act 987. The Securities and Exchange Commission (SEC) regulates investment-based fintech, crowdfunding, and virtual assets under the Virtual Asset Service Providers Act, 2025. Founders must determine if their model is a payment service (BoG) or a security/investment product (SEC).
