NBT licenses payment systems; VATAN is the domestic rail; no standalone e-money license

Frozen snapshot — the guide as it stood at the end of 2026-09. See the live guide for the current state.

The National Bank of Tajikistan (NBT) is the sole supervisor for payment services. The regime distinguishes between 'Payment System Operators' (requiring a license and capital) and 'Payment Service Providers' (banks and microcredit organizations). There is no specific 'e-money institution' license; electronic money is issued by licensed banks or microcredit organizations under strict accounting rules. The VATAN system is the designated domestic infrastructure.
