EBA Guidelines on connected clients under Article 4(1)(39) of Regulation (EU) No 575/2013

The European Banking Authority issues these guidelines to operationalize the definition of connected clients under Article 4(1)(39) of Regulation (EU) No 575/2013, replacing previous CEBS guidance. Institutions are required to identify groups of connected clients based on control relationships and economic dependencies, treating them as a single risk to ensure accurate large exposure reporting. The document provides detailed criteria for assessing control, including alternative approaches for central government exposures, and mandates proportionate management procedures to investigate interconnectedness.
