The Ugandan Parliament enacted this legislation to establish the Capital Markets Authority as the central regulatory body for Uganda's capital markets. The Act requires the Authority to license, supervise, and enforce compliance among brokers, dealers, fund managers, and stock exchanges through inspections, investigations, and disciplinary actions. It establishes comprehensive regulatory frameworks for public securities offerings, prospectus disclosures, market abuse prevention, an investor compensation fund, and a specialized tribunal to adjudicate disputes and impose penalties.
