Joint Communication 4 of 2019: Draft Standards for Central Counterparty and External Trade Repository Licences

The Financial Sector Conduct Authority and Prudential Authority jointly publish draft regulatory frameworks establishing licence application requirements for central counterparties, external trade repositories, and foreign jurisdiction equivalence determinations. These documents outline specific assessment criteria, supporting annexures, and operational standards that applicants must satisfy to obtain or recognize licences under South African financial market legislation. Regulated entities and stakeholders are invited to submit written comments via designated templates by 21 February 2020 to inform the finalization of these licensing and equivalence regimes.
