This Act establishes the organic statute of the National Bank of Belgium, defining its nature as part of the European System of Central Banks, its registered office in Brussels, and its share capital of ten million euros. It authorizes the Bank to conduct financial market transactions, credit operations, and manage official foreign currency reserves while ensuring the proper operation of clearing, settlement, and payment systems. The document grants the Bank supervisory powers over financial institutions and resolution authority duties, including the ability to impose administrative fines and restrict data subject rights under Regulation 2016/679 for prudential and resolution tasks. It further stipulates that the Bank's operating expenses for supervision and resolution are borne by the supervised institutions and central counterparties, and provides civil liability protections for the Bank and its personnel acting in the general interest.
