The Financial Services Commission proposes raising retail investors' per-issuer investment limit from KRW2 million to KRW5 million and the annual cumulative limit from KRW5 million to KRW10 million. Social enterprises defined under the Social Enterprise Promotion Act may raise capital through crowdfunding platforms without a minimum business history and become eligible for investment by startup- and venture business-focused private equity funds. The resale restriction period for securities purchased in secondary transactions is shortened from one year to six months. These proposed amendments are open for public comment until February 19, 2018.
