Annual disclosure regarding the designation of and capital buffers on Belgian O-SIIs (1 December 2025)
The National Bank of Belgium maintains the designation of eight institutions as other systemically important institutions (O-SIIs): BNP Paribas Fortis, KBC Group, Euroclear Holding, ING Belgium, Belfius Bank, The Bank of New York Mellon, Investeringsmaatschappij Argenta, and Crelan. The NBB’s Board of Directors decided to maintain the additional Common Equity Tier 1 (CET1) capital buffers announced in 2023, imposing a 1.5% buffer on the five most systemically important banks and a 0.75% buffer on the remaining three. These additional capital requirements are imposed pursuant to Article 14 of Annex IV to the Belgian Banking Act to reflect the negative externalities associated with the potential failure of these entities.
