The changes expand the scope of eligible buyers, define direct sales channels including the BCB's customer service platform and internet, and establish registration requirements with the Securities Depository. The resolution explicitly prohibits BCB public servants from acquiring these bonds and restricts electronic access to buyers acting in their own name who can transfer funds to the BCB. These modifications take effect immediately upon approval.
