Personal Care America Federal Credit Union filed an application to convert to a Connecticut credit union under Section 36a-469b of the Connecticut General Statutes. The Commissioner issued a Consent Order against SMART Payment Plan, LLC for unlicensed money transmission and debt adjustment activities, requiring the entity to obtain licenses, pay $7,375 in licensing fees, and pay a $150,000 civil penalty. Written comments regarding these matters must be submitted to the Banking Commissioner within ten days of the bulletin's date.
