The Connecticut Department of Banking solicits written comments on United Bank's application to establish a full-service branch in Waterford and Dutch Point Credit Union's application to consolidate its Niantic branch, with comments due within ten business days. The Commissioner issued enforcement actions against BlueChip Financial d/b/a Spotloan for unlicensed lending and interest rate violations, ordering restitution of interest paid by Connecticut residents. Additionally, the Commissioner summarily suspended the license of Debt Management, Inc. d/b/a Capital Recovery Systems for abusive collection practices, unauthorized fees, and commingling funds, ordering the refund of illegal charges and waiving unauthorized fees.
