People’s United Financial, Inc. and its subsidiary People’s United Bank, N.A. filed an acquisition statement to merge with and into First Connecticut Bancorp, Inc. and its subsidiary Farmington Bank. Sikorsky Financial Credit Union, Inc. is authorized to open a full-service branch at 3 Federal Road, Brookfield, CT, effective August 1, 2018. The Commissioner issued enforcement actions against Homestead Financial Services, LLC and Dana Fabian for unlicensed debt negotiation, ordering restitution to affected Connecticut debtors, and against GMA Investments, LLC for unlicensed collection activities, ordering disgorgement of fees received since October 1, 2015. Additionally, investment adviser Ralph Upton Scott entered a stipulation agreeing to pay a $2,500 fine for recordkeeping violations.
