Susan Guthrie of the Reserve Bank of New Zealand recommends that the Financial Stability Committee make four in-principle decisions regarding the bank capital definition without further public consultation. The memorandum proposes accepting redeemable and non-redeemable preference shares as Tier 2 capital while excluding contingent debt and contingent preference shares from Tier 1 recognition. Additionally, it supports recognizing specific instruments issued by mutual societies as common equity and restricts capital recognition for Special Purpose Vehicles to those within the consolidated banking group.
