The Head of the Circulating Medium Department - Mecir, in the exercise of the powers conferred by Article 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on Article 13 of Circular No. 3,538, of June 1, 2011, and Article 3 of Circular 3,940, of April 17, 2019,
R E S O L V E:
Art. 1º Section II and Annex 4 of Circular Letter No. 3,515, of July 11, 2011, shall enter into force with the following alterations:
“Art. 6-A In accordance with Article 11-A of Circular No. 3,538, of July 11, 2011, financial institutions must register in the link “Internal Audit / Ombudsman / Resp. for Sending Information” of the Information System on Entities of Interest to the Central Bank (Unicad), the registration data, including the electronic address, of, at most, 25 (twenty-five) employees or representatives qualified to sign the document “Declaration of Origin of Banknotes Damaged by Anti-Theft Device” (Annex 4).” (NR)
“Art. 7º Financial institutions shall send banknotes damaged as a result of accidental activation of an anti-theft device or a frustrated attempt at theft or robbery, accompanied by the document “Declaration of Origin of Banknotes Damaged by Anti-Theft Device” (Annex 4).
§ 1º The document “Declaration of Origin of Banknotes Damaged by Anti-Theft Device”, contained in Annex 4 of this Circular Letter, must be signed by at least 2 (two) employees or representatives of the sending financial institution, with at least one of them registered in the link “Internal Audit / Ombudsman / Resp. for Sending Information” of Unicad.
§ 2º Intact banknotes in conditions that allow their processing in selection and counting equipment must be sent to the Custodian Institution, for deposit in the respective Reserve Bank Account or Clearing Account, as follows:
I - the thousand or fraction thereof must contain a paper label (mirror), manufactured according to the specifications of the document "Label for packaging banknotes damaged by anti-theft device" (Annex 5);
II - the thousands or fractions of thousands, together with the Annex 4 document, must be packaged and sealed inside plastic or polypropylene bags, in accordance with current regulations, which must be identified by a label containing the expression "Shredded - Anti-theft device" (Annex 6); and
III - the volumes received by the Custodian Institution must be sent to the Central Bank of Brazil for analysis, maintaining the original packaging.
§ 3º The banknotes referred to in item II of Article 6 of Circular No. 3,538, of 2011, must be packaged in a transparent security plastic envelope, identified by a label (Annex 7), and sent by financial institutions directly to one of the representations of the Central Bank of Brazil, for analysis and subsequent credit of banknotes considered to have value.
§ 4º After analysis by the Central Bank of Brazil, the costs provided for in Article 9 of Circular No. 3,538, of 2011, will be debited in the respective Reserve Bank Account or Clearing Account of the depositing financial institution.” (NR)
Art. 2º This Circular Letter enters into force on the date of its publication.
