Circular Letter No. 3972 - Amends the Layout and Filling Instructions for Document 3040 - Credit Risk Data, and discontinues submission of ACRP100 file

The Head of the Financial System Monitoring Department (Desig) and the Head of the Regulation, Supervision and Control of Rural Credit and Proagro Operations Department (Derop), using the attribution conferred upon them by art. 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based, respectively, on arts. 77, item III, and 98, item VII, of said Regulations, and having in view the provisions of Resolution No. 4,571, of May 26, 2017, Circular No. 3,870, of December 19, 2017, and Circular Letter No. 3,869, of March 19, 2018,

RESOLVE:

Art. 1º The new versions of the Layout and Filling Instructions for document 3040 - Credit Risk Data, available on the Central Bank of Brazil's internet page, at the electronic address https://www.bcb.gov.br/estabilidadefinanceira/scrdoc3040, enter into force according to the schedule specified below.

Art. 2º From the data base of November 2019:

I - Annex 26 (Additional Information), domain 18 (Operation registered in other information systems): exclusion of subdomain 02 (Sicor);

II - Annex 26 (Additional Information): exclusion of domain 20 (Complementary rural credit information) and its subdomains 01 (Total balance) and 02 (Due balance).

Art. 3º From the data base of May 2020:

I - inclusion of the tag "Sicor Information" and its attributes:

a) RefBacen - identification of the operation in Sicor;

b) Order - order of financing destination;

c) VlrSaldoTot - total daily average balance;

d) VlrSaldoVinc - total daily average due balance;

e) Situation - status of the operation;

f) TpBonusRebate - type of bonus/rebate;

g) VlrBonusRebate - value of the bonus/rebate;

h) DtBonusRebate - date of payment of the bonus/rebate.

II - inclusion of Annex 32 (Sicor Status), and its domains:

a) 03 (SOR03 - Extended);

b) 05 (SOR05 - Partially Renegotiated with New Operation);

c) 08 (SOR08 – Fully Downgraded);

d) 11 (SOR11 - Registered in Active Debt of the Union);

e) 13 (SOR13 - Partially Downgraded).

III - inclusion of Annex 33 (Type of bonus/rebate), and its domains:

a) 01 (Compliance Bonus);

b) 02 (PGPAF Bonus);

c) 03 (Other rebates/bonuses).

§ 1º Each rural credit operation reported in document 3040 must correspond to a single RefBacen + Order Number pair of the "Sicor Information" tag.

§ 2º Submission of the information referred to in this article is admitted starting from the data base of November 2019, under assisted production regime.

Art. 4º Submission of the ACRP100 file will be discontinued from the data base of May 2020.

Art. 5º This Circular Letter enters into force on the date of its publication.
