We communicate that the Board of Directors of the Central Bank of Brazil, in view of the provisions of item I of Resolution No. 1,581, of February 22, 1989, has approved the norms described below, which must be observed regarding authentication by mechanical stamp on promissory notes issued or endorsed by the issuer, as well as in contracts for the purchase and sale of foreign currency and any other documents executed by financial institutions and other institutions authorized to operate by this Agency, not regulated by Resolution No. 1,261, of January 28, 1987.
a) the pertinent prior registration in a Notary Office of the user's domicile, which must contain:
I - the respective facsimile, accompanied by the specimen of the signature in the person's own hand, duly endorsed according to existing legal provisions;
II - the dimensioning of the cliché;
III - the general and particular characteristics of the artistic background;
IV - a detailed description of the mechanical stamp;
b) compliance with the following technical and security standards:

they must always be manufactured with a specific artistic background for each institution, outlining the signature with approximately 1mm of clearance, covering the entire field;

Financial institutions and other institutions authorized to operate by the Central Bank of Brazil, as well as issuers of promissory notes, who use the authentication process via mechanical stamp, are obligated and fully responsible for the legitimacy of the documents thus authenticated, including in cases of improper or irregular use of such process by anyone.
This Circular will enter into force on the date of its publication, and Circular No. 918, of February 27, 1985, is hereby revoked.
