CIRCULAR N° 25 /2026 AMENDING THE CIRCULAR OF DECEMBER 21, 2020 RELATING TO THE TARIFF SCHEDULE FOR SERVICES RENDERED BY THE CENTRAL BANK IN THE FIELD OF SUPERVISION OF CREDIT INSTITUTIONS ISSUED UNDER LAW N°1/17 OF AUGUST 22, 2017 GOVERNING BANKING ACTIVITIES

The Governor of the Bank of the Republic of Burundi;

Having regard to Law No. 1/34 of December 02, 2008 on the Statutes of the Bank of the Republic of Burundi, specifically Articles 7 (paragraphs 4 and 6) and 8; Having regard to Law No. 1/17 of August 22, 2017 governing banking activities, Article 41 thereof; Having regard to the foreign exchange regulations;

Having reviewed Circular No. 25/2018 as amended on December 21, 2020, relating to the tariff schedule for services rendered by the Central Bank in the field of supervision of credit institutions and representative offices established in Burundi issued under Law No. 1/17 of August 22, 2017 governing banking activities;

Enacts:

CHAPTER I: GENERAL PROVISIONS

Article 1: Purpose

The purpose of this circular is to establish the tariff schedule for services rendered by the Bank of the Republic of Burundi, hereinafter referred to as «the Central Bank», in the field of supervision of regulated institutions.

Article 2: Categories of Tariffed Services

The services tariffed by the Central Bank are subdivided into the following categories:

1. Application fees;
2. Fees related to the provision of the list of defaulting clients;
3. Fees related to the granting of an approval act;
4. Annual fee (covering all administrative fees for files processed by the Central Bank, including ongoing monitoring of regulated institutions);
5. Fees related to foreign exchange regulations.

Said services and corresponding tariffs are set out in the tariff schedule annexed to this circular.

Article 3: Modalities for the Collection of the Annual Fee and Other Charges

The annual fee, as set out in the annexed tariff schedule, is payable by regulated institutions no later than January 31 of each year. The annual fee and other charges are collected by automatic debit from the account of the regulated institution concerned, opened in the books of the Central Bank. The annual fee and other charges required from institutions not holding an account with the Central Bank are payable by deposit into the dedicated accounts of the Central Bank.

Article 4: Repealing Provisions and Entry into Force

All previous provisions contrary to this circular are repealed.
This circular enters into force on the day of its publication on the Central Bank's website and in the Official Gazette of Burundi.
