The European Commission adopted Delegated Regulation (EU) 2023/1651 to establish regulatory technical standards for measuring the specific liquidity needs of investment firms under Directive (EU) 2019/2034. The regulation mandates competent authorities to assess liquidity risks stemming from investment services, funding availability, external events, operational and reputational risks, and group structures. It specifies distinct assessment criteria for small and non-interconnected investment firms and requires consolidated liquidity risk evaluations for Union parent investment firms and holding companies. The standards entered into force on the day of their publication in the Official Journal on 23 August 2023.
