Commission Implementing Regulation (EU) 2025/35 on in-service verification of CO2 emissions of heavy-duty vehicles
The European Commission establishes detailed procedures for the in-service verification of CO2 emissions and fuel consumption for heavy-duty vehicles, requiring type-approval authorities to test selected vehicle and tyre families based on Commission risk assessments. The regulation mandates specific testing protocols, including verification testing procedures, air drag tests, and artificial strategy tests, with minimum sample sizes defined in Annex I. If deviations are found, manufacturers must correct the average specific CO2 emissions of their fleet starting from the 2025 reporting period, and the Commission determines the size of these deviations for regulatory calculations.
