The Office of the Comptroller of the Currency grants preliminary conditional approval for the charter of Morgan Stanley Digital Trust, National Association, a wholly owned subsidiary of Morgan Stanley Capital Management, to operate as a national trust bank in Purchase, New York. The approval authorizes the entity to engage in fiduciary activities, including digital asset custody, staking, and transactional services, subject to conditions requiring a minimum of $50 million in tier 1 capital and 180 days of operating expenses in Eligible Liquid Assets for the first three years of operation. The OCC also waives director residency requirements for three proposed directors and approves the named organizers and executive officers, pending final pre-opening requirements and compliance with the GENIUS Act.
