The Department of the Treasury's Office of Foreign Assets Control (OFAC) issued three new Cuba General Licenses: GL 2 and 3 authorize the wind down and certain debt/equity/derivative transactions involving CEIBA Investments Limited, respectively, while GL 4 authorizes transactions for third-country official missions in Cuba. Additionally, OFAC updated its Specially Designated Nationals and Blocked Persons List. This update includes designations for individuals and entities associated with HAMAS, numerous individuals and companies linked to the Cartel de Jalisco Nueva Generacion (CJNG) in Mexico, and several individuals and state-owned enterprises connected to the Cuban Communist Regime.
