Cuba Designations and Updates; Issuance of Russia-Related General License
The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) issued Russia-related General License 134C to authorize the delivery and sale of Russian crude oil and petroleum products loaded on vessels as of April 17, 2026. OFAC simultaneously updated its Specially Designated Nationals list by adding nine Cuban individuals and the Directorate of Intelligence of Cuba under Executive Order 14404. The agency also expanded the sanctions status of four existing Global Magnitsky-listed Cuban officials and entities by appending the CUBA-EO14404 designation to their current profiles.
