The decree amends the Ministerial Decree of 3 February 2011 to align Italian consumer credit transparency rules with Directive (EU) 2023/2225, introducing obligations for diligence, non-discrimination, and clearer advertising warnings. It updates creditworthiness assessment requirements, grants non-Italian EU lenders non-discriminatory access to credit databases, and defines exemptions for small or short-term credit contracts. Financial institutions and credit intermediaries must comply with these new provisions by 20 November 2026, or within 90 days of the Bank of Italy's implementing measures if later.
