Electronic Delivery of Circulars/Guidelines to Authorized Institutions B9/64C 6 July 2000 The Chief Executive All authorized institutions Dear Sir/Madam, Electronic Delivery of Circulars/Guidelines to Authorized Institutions I am writing to inform you that the Hong Kong Monetary Authority ("HKMA") is going to launch a new program for delivering circulars and guidelines to authorized institutions ("AIs") through its private website ("PWS"). We believe that this electronic delivery program will enhance the efficiency of communication between the HKMA and the AIs and enable the saving of costs and resources involved in handling documents in paper form. The new program will start on 14 July 2000. In order to provide sufficient time for AIs to familiarise with the new delivery procedures, the HKMA will continue to send circulars and guidelines to AIs by post until 14 August 2000. Under the new delivery mechanism, the HKMA will produce a soft copy (in Acrobat format) of each new circular/guideline to be issued to AIs. The chief executive of individual AIs will be notified every time by e-mail via the HKMA's private network that the new document has been posted on PWS. The chief executive can then use the "hyperlink" available with the notification e-mail to directly log on to PWS to access the document. In this connection, the chief executive of each AI will be given three user accounts designated separately for: (i) connecting to the HKMA's private network; (ii) accessing the notification e-mails; and (iii) reading newly issued circulars/guidelines on PWS respectively. A user package consisting of a diskette of application software, an installation guide, a user manual and an envelope enclosed with the user accounts' usernames and passwords is enclosed for your necessary action to prepare for the receipt of electronic circulars and guidelines under the new delivery mechanism. The HKMA will not send hard copies of circulars and guidelines to AIs after the one-month parallel run has ended. As such, it is important for AIs to establish adequate systems and procedures to ensure that new circulars and guidelines issued by the HKMA are promptly downloaded from the PWS and disseminated to relevant parties. The chief executive of each AI is the designated person to have access to the newly issued circulars and guidelines, although he/she may authorize other appropriate person(s) to gain access to the

documents on his/her behalf for practical reasons or during his/her absence. The HKMA will only regard a new circular/guideline to have been received by the AI when the chief executive has logged on the PWS to view the document, either directly or through person(s) authorized by him/her. The HKMA expects all AIs to read every new circular or guideline within two working days from the date of posting on the PWS, and a tracking system has been established to identify those AIs that have not done so. It is therefore necessary for AIs to log on the HKMA's private network regularly (say on a daily basis) to check whether there is any notification e-mail from the HKMA on the issuance of new circulars or guidelines. At this stage, the new delivery program is intended to cover only those circulars or guidelines issued to AIs. The HKMA's letters to individual AIs (e.g. follow-up letters after prudential interviews, examination letters etc.) will continue to be delivered by post. About this guide

Please read this guide carefully for instructions to install your PC to access the HKMA’s Private Website System (PWS) for retrieving new issue of banking circular / guideline. This guide contains detailed information on

• Setting up connection to PWS
• Checking the Secure Socket Layer (SSL) configuration of your browser
• Instruction to access the HKMA’s private network to retrieve notification email regarding new issue of banking circular/ guideline and download the published documents on the private website
• Change of password function

To make the installation process simple, please study the flow chart below and identify the scenario to which your institution belongs.

Setting up PWS connection

1 Installation of Modem

1. Please refer to your modem installation guide from your modem vendor.

2 Installation of STET Connection Manager

1. Insert the floppy disk labelled STET Connection Manager (part of the User Account Package enclosed) into drive A.

2. Click the Start button and select Run.

3. Type in A:\stetcm.exe [Enter].

4. A STET Connection Manager dialog box as shown will popup.
   Click the Yes button to continue.

5. Program files are copied to your computer automatically.

6. The shortcut of STET Connection Manager will be created on desktop and STET Connection Manager will then pop up.

7. If Connection Manager requires components (Dial-up Networking or TCP/IP for Dial-up Adapter) that have not been installed in your computer, it will prompt you to install these components.
   Click the Yes button to continue.

8. Insert a Windows 9x/NT4.0 diskette or CD as indicated and click the OK button.

9. Restart the computer in order to give effect to these changes.

10. After the restart of your computer, double click the STET Connection Manager icon on desktop.

11. Enter User name and Password as indicated in the diagram below.

12. Click the Properties button to check the phone number.

13. [Optional : only for companies which need to dial 9 to access local telephone call]
    click the Dialling Rules button and enter the prefix no. in the textbox before ‘for local’ and then click the OK button.

14. Click the OK button to continue.

15. Click the Connect button to establish connection.

3 Terminate current STET connection

1. Double click STET WEB icon on the task bar (right-bottom corner).
2. A STET Connection Manager dialog box as shown will popup.
3. Click the Disconnect button to terminate the connection.

4 Installation of web browser (Internet Explorer / Netscape Communicator)

Normally, Windows 95, 98 and NT have already bundled with the Internet Explorer. Please make sure that the version of the web browser complies with our system requirement. If you don’t have one installed in your PC, please refer to your technical staff for help.

Secure Socket Layer (SSL) configuration of your browser

We are using the Secure Socket Layer (SSL) technology to secure all information transmitted between the HKMA and Authorised Institution (AI) through the PWS. This SSL technology is only available for Internet Explorer version 4.0 or above or Netscape Communicator 4.0 or above. Before using this feature, please follow the instructions below to ensure that the setting of your browser is correct.

1 For Internet Explorer Version 5.x

1. Launches Internet Explorer.
2. Select Internet Options from the Tools menu. An Internet Properties dialog as below will popup.

3. Make sure the checkbox Use SSL 3.0 is selected.

2 For Internet Explorer Version 4.x

1. Launches Internet Explorer.
2. Select Internet Options from the View menu. An Internet Explorer Properties dialog as below will popup.

3 For Netscape Communicator Version 4.x

1. Launch Netscape Navigator or Netscape Communicator.

2. Click the Security button.

3. A window will popup.

4. Select Navigator.

5. Make sure the checkbox Enable SSL (Secure Socket Layer) v3 is selected as below.

Instructions to access the HKMA’s private network and retrieve new banking circular / guideline posted on the PWS

1 To access the HKMA’s private network

1. Turn on your modem.
2. Double click the STET Connection Manager icon on desktop.
3. Enter in your User name[1] and Password1, and click the OK button.

2 To read notification email regarding new issue of banking circular / guideline

4. After you have connected to the private network, open Internet Explore and type the following address in the URL.
   http://nms.hkfin.net

5. A logon dialog box will popup as below. Enter in your Username[2] and password2 to get into your mailbox, and click the Login button.

6. Upon successful logon, please click Inbox to check if there are new emails in the mailbox.

3 4 To read the newly published circular/guideline on the PWS

7. Click the subject of the email to read the message and click the hyperlink (https://www.hkfin.net/newissue/index.htm) in the message to logon the private website as shown below.
8. Enter in your User name[3] and Password3, and click the OK button.

9. Upon successful logon, the following screen will be displayed:

10. Click the hyperlink New Issue of Circulars / Guidelines to read all newly posted document.

11. Click the document you wish to view.
12. Click all the files enclosed with the document you wish to see.

Change of password

For security reasons, please change your password immediately after the first sign on.

1 Web Mail Account

1. Select Option in the menu bar, then click Password tab on the left menu as below.
2. Complete the form and click the Change Password button.

2 PWS Account

1. Click on the Change Password hyperlink after logging on the private website.

2. Complete the form and click the Submit Request button.

(Note: The password of the user accounts other than Web Mail Account and PWS Account for the HKMA private network is not allowed to be changed.)
