The regulation requires written requests to be sent by mail, prohibits electronic submissions, and mandates a written response within ten working days. It authorizes the assessment of administrative fees based on personnel time, specific photocopy charges for various record types, and other incurred costs, with payment due upon provision of records. The regulation becomes effective on November 12, 2010, and applies to all FOIA requests in process at the time of adoption.
