Final Rule on Revisions to the Community Bank Leverage Ratio Framework

The OCC, Federal Reserve Board, and FDIC issued a final rule lowering the Community Bank Leverage Ratio requirement from 9 percent to 8 percent. The rule extends the compliance grace period for qualifying institutions from two to four consecutive quarters, subject to an eight-quarter limit over five years. Effective July 1, 2026, the recalibrated framework expands eligibility for banking organizations under $10 billion in assets, reduces regulatory reporting burdens while maintaining capital adequacy and safety standards.
