FinCEN Notice on the Threat of Human Trafficking During the 2026 FIFA World Cup

FinCEN requests that financial institutions reference the key term "FIN-2026-HTWORLDCUP" and select SAR field 38(h) in Suspicious Activity Reports regarding human trafficking associated with the 2026 FIFA World Cup. The notice urges financial institutions to be vigilant in detecting and reporting suspicious activity connected to human trafficking, particularly in and around host cities in the United States, Canada, and Mexico. It provides specific red flag indicators for sex and labor trafficking, such as unusual travel expenses, lack of essential need transactions, and patterns involving prepaid access cards or peer-to-peer transfers. Financial institutions are also encouraged to notify law enforcement via the National Human Trafficking Hotline and to share information under the safe harbor authorized by section 314(b) of the USA PATRIOT Act.
