General License No. 131I Authorizing Transactions for Lukoil International GmbH Sale and Maintenance
General License No. 131I authorizes transactions prohibited by Executive Order 14024 that are ordinarily incident and necessary to negotiate or enter contingent contracts for the sale of Lukoil International GmbH (LIG) and related entities, provided performance is contingent on separate Office of Foreign Assets Control authorization. The license also permits transactions for the maintenance or wind-down of LIG Entities' operations and allows the use of blocked accounts for these purposes through 12:01 a.m. eastern daylight time on September 19, 2026. It explicitly prohibits unblocking property except as authorized, transactions involving other blocked persons under the Russian Harmful Foreign Activities Sanctions Regulations, and fund transfers to the Russian Federation. This license replaces and supersedes General License No. 131H effective August 20, 2026.
