The Office of the Comptroller of the Currency (OCC), in coordination with FinCEN and OFAC, proposes regulations to implement Bank Secrecy Act (BSA) and sanctions compliance standards for permitted payment stablecoin issuers under the GENIUS Act. This notice of proposed rulemaking amends a prior proposal by cross-referencing existing FinCEN and OFAC regulations for anti-money laundering and countering the financing of terrorism (AML/CFT) and sanctions compliance, and establishes a new supervision and enforcement framework for these programs under 12 CFR part 19. It also revises 12 CFR part 4 to permit stablecoin issuers to share non-public supervisory information with the FinCEN Director regarding AML/CFT enforcement or supervisory actions, including a consultation process between the OCC and FinCEN for such actions.
