Guideline 5.9: Credit Risk Management - Property Mortgage Lending

The Hong Kong Monetary Authority issues this guideline to address the rapid growth of property lending, which accounted for 37.6% of total loans by December 1993. The regulator requires institutions to place caps on property exposure, stabilize or reduce lending shares exceeding 40%, and limit sector-wide growth to approximately 15% annually. Banks must also establish clear lending criteria, avoid financing developer-provided mortgages, and closely monitor exposure to individual developers and their groups.
