Guidelines on Early Intervention Triggers

Competent authorities must make every effort to comply with these Guidelines, notifying the EBA of compliance status by 29.09.2015 via compliance@eba.europa.eu with reference ‘EBA/GL/2015/03’. Authorities must consider an Overall SREP score of ‘4’ or specific ‘3’/‘4’ combinations as triggers for early intervention decisions without undue delay. They must monitor key indicators using thresholds recognizing minimum and additional own funds or liquidity requirements, excluding buffer requirements. Breaches and decisions must be documented, and authorities must be notified of recovery actions under Article 9(1) of Directive 2014/59/EU.
