Guidelines on Prevention of Money Laundering and Terrorism Financing in Capital Markets

The Capital Market Authority of Rwanda issues these guidelines to mandate comprehensive anti-money laundering and counter-terrorist financing controls for all financial institutions operating in the country's capital markets. Institutions must implement a risk-based approach, conduct rigorous customer and beneficial owner due diligence, maintain detailed records, and establish robust internal policies, training, and compliance mechanisms. The framework further requires continuous monitoring, mandatory reporting of suspicious and cash transactions, and strict oversight by boards and senior management to align domestic operations with international AML/CFT standards.
