Implementation guidance on Banking (Capital) Rules and Banking (Disclosure) Rules

3 files · 88 PDF pages

Authorized institutions using the IRB approach must compare capital floors to actual capital, multiplying differences by 12.5 if the floor is larger. They must treat obligors as in default if past due over 90 days or if the overdue amount is material. Institutions must maintain a three-year credible track record of using rating systems for internal decision-making before using the IRB approach from 31 December 2014. They must meet an IRB coverage ratio of at least 85% (or 75% with phased rollout) and cap exemptions at 15% (or 25%). Migration to the advanced IRB approach requires prior Monetary Authority consent and completion of parallel calculations for four consecutive quarters using the CAR return.
