The Hong Kong Monetary Authority adjusts the implementation timeline for Basel III final reforms, delaying the effective date for credit, operational, leverage, and market risk standards to no earlier than 1 January 2024. The regulator also aligns domestic policy with international standards by modifying the output floor phase-in arrangement and reducing the minimum risk-weight for residential real estate exposures to 20%. Additionally, a 15% risk-weight floor will apply to internal ratings-based residential mortgage exposures starting from 1 January 2023 to reflect the calibrated output floor level.
