Iran-related Designations; Issuance of Amended Russia-related General License and FAQs; Issuance of Amended Venezuela-related FAQ; Publication of Regulatory Amendments

The Department of the Treasury's Office of Foreign Assets Control (OFAC) issued General License 131H authorizing transactions for the negotiation and entry into contingent contracts for the sale of Lukoil International GmbH and related maintenance activities, while amending FAQs 1224, 1225, and 1239. OFAC adopted a final rule updating website and contact information in the Code of Federal Regulations, replacing a reporting requirement with a recordkeeping requirement for legal services payments, and correcting typographical and cross-reference errors. Additionally, OFAC added ten individuals and entities to the Specially Designated Nationals and Blocked Persons List under Executive Order 13902, including Solmaz Bani, Sukhrob Oimakhamadov, Mehdi Rezazadeh, Bahareh Morteza Zanjani, and various DOTONE and ZEDPAY affiliates.
