Joint Circular on Anti-Scam Consumer Protection Charter 2.0

The Hong Kong Monetary Authority, Insurance Authority, Mandatory Provident Fund Schemes Authority, and Securities and Futures Commission jointly issued this circular to require regulated retail-facing financial institutions to adopt the Anti-Scam Consumer Protection Charter 2.0. Participating entities must commit to not sending instant electronic messages with embedded hyperlinks for acquiring personal information and are required to disseminate specific anti-scam awareness messages through their channels. Additionally, institutions must provide contact information for message verification and deliver relevant training to frontline staff to handle customer enquiries and convey anti-scam education.
